I don't think it's an official definition but it's how I interpret it, and probably how others do as well.

  In my experience, it's only the web community who has this "look and feel" definition of design. An electrical engineer who designs an electrical circuit calls that process "circuit design." An aerospace engineer who designs a spacecraft trajectory calls that process "trajectory design."
