Different aspects of the operation of the pharmaceutical industry are regulated by the FDA (under the Food and Drug Act) and the DEA (under the Controlled Substances Act). (Very loosely, the FDA regulates the manufacture/labeling of all drugs, the DEA regulates the distribution of controlled drugs.)
