As air pollution expert Glen Class used to say (while acknowledging its disproportionate effect one the poor), the most effective thing you can do improve auto emissions is to remove the oldest 10% of cars from the road as they contribute emissions equal to the newer 90%. While I don't know who colludes with whom, new cars really are that much better emissions wise than older ones.
