Sure, but unlike foreign countries, the US gov't and most US businesses have little or no motivation to get off the US cloud. There will be private citizens who care and a few companies, but I don't think it'll impact the internal US market much. If you're in the US it's probably more effective to pursue political action rather than boycotting US businesses.
