Thats what LCA is for. Not for you to decide, USCIS will decide it the candidate is displacing local talent. If they feel it is, H1b will be denied.

- MaggieL 13y agoIt's for me to decide if I think the government is "taking care that the laws are faithfully executed", as the Constitution requires of the Executive Branch. Been a lot of questions about that these days.
