Maybe it's to avoid foreign gangs buying up lots of legal weed and shipping it out of country.

    They surely will because even with taxes it will be order of magnitudes cheaper than illegal one.

      No, it's not. Example: Netherlands. Illegal weed is way, way cheaper than the one you can buy in any coffeeshop.

        This is being discussed right now here in Uruguay. The price government is thinking is in the U$ 2 or 3 range for a gram, which is apparently higher than the black market.

          It's still cheap. In the Netherlands prices are between 5€ and 11€ per gram.
