Who is "they"? If Android would only support 6 different screen sizes, then the companies building devices that do not fit into this market would not stop making devices. They would just build their OS not on Android. As a developer you would still need to support these devices. The only difference is that you not have to write more code. And it's not that screen sizes are the problem when people talk about fragmentation. Any proper made Android app scales easily on all kind of screen sizes.
