The first few million would need to be leveraged to gain the support of others with money and influence. Probably the first bunch would be spent meeting with lobbyists to hear what they propose. I'm afraid I can't speak to the returns on lobbying dollars spent, but clearly money talks in this arena. There are a variety of strategic and tactical moves that could be made.
