Does the "+trace" example work for other people? For me, after it lists the 13 root servers, it pauses for a while and says ";; connection timed out; no servers

Does the "+trace" example work for other people? For me, after it lists the 13 root servers, it pauses for a while and says ";; connection timed out; no servers could be reached". So is someone between me and these servers blocking tracing, or is DNS more unpredictable and weird than the author claims, or both?
