Rand Paul couldn't do it either, any more than Reagan could shut down the Dept. of Education. It has to be done in Congress, and there's no appetite for shutting down anything, ever, in Congress. The reason we have fourteen separate agencies with intelligence operations is as they lose the trust of elected leaders new ones are created, leaving the old ones intact.
