I don't know how many angles you've taken with this, or if this is a first mock-up, but to me it doesn't represent what I see NeoCities as being right now, and certainly not what I could envisage it becoming. Try some different styles, try some more minimalist visuals, and above all play around with your copy placement - because it doesn't convey the 'click here and make a website' call to action that your existing design does so effortlessly through a combination of good copy and intuitive buttons/forms.
