I don't get too many official looking cover letters, but I don't want one. I want a resume and in the body of the email I want a couple sentences that tell me why I should bother to open the resume (I'll open it anyway, but I want you to tell me why I should) and also why you applied - what caught your eye. I wouldn't waste my time on the formality of a traditional cover letter with all the "To Whom It May Concern" garbage. Just a few sentences, keep it loose.
