Obviously there are two sides to this coin, and that calls for two solutions. Some coffee shops can certainly adopt this and similar policies to cater to customers that would prefer not to be around people tapping away on their keyboards, while other coffee shops can become the new haven for those people. I think it's a fair solution, and it reminds me of how some restaurants will adopt policies to ban children from the premises for similar reasons.
