What is unclear is what qualifies as a "national security" issue, and what doesn't. It would be nice to see its scope clearly defined. 9/11 without question hurt America as a nation. But in the case of the Boston marathon event -- was national security threatened in that instance? If so, was national security threatened by the various mass shootings that happened in the year preceding the Boston marathon? Similarly, perhaps one could argue that Bradley Manning, because of his disclosures, threatened national security. But does Julian Assange? A foreign enemy shooting you on the battlefield: sure. But a guy recording himself making pro-Jihad speeches? Russian moles probably count. But sympathizing free thinkers?
