I read about LPRs a while ago, and since then I've noticed the cameras everywhere, all over LA. They are so much more prevalent than you think. The hardware is cheap enough ($1000/camera) that there's no purely financial reason private interests couldn't start using them, e.g., for billboard advertising, etc. But for sure the idea is pretty scary.
