I strongly recommend reading the Ruby source code for NeoCities on Github https://github.com/kyledrake/neocities-web https://github.com/kyledrake/neocities-web NeoCities uses Sinatra, Slim templates and Sequel for database queries and migrations. The code is a pure joy to read. Ruby is not the fastest language, but for an initial release of a minimum viable product it's perfect. If you decide take on investors you can pay someone else to rewrite the thing in java later.
