My favorite thought on planning is 'a plan is merely a basis for change'. It is a communication tool, so that when the people who set out to execute the plan start doing something different to the plan (as they inevitably do), then those differences can be easily communicated to all the other people involved, in terms that are already understood. As Eisenhower put it, "I have always found that plans are useless, but planning is indispensable"
