How is using resources to do something improper (targeting groups) a consequence of not having enough resources to do other more proper things?

- jbooth 13y agoHaving a first-pass flag for keywords that correlate with skirting the edges of the law is actually completely proper. Not clearing them quickly enough if it turns out they're completely kosher is the problem here.
