I feel that the difference in the caliber of the instructors is a major factor. Majority of my lecturers were fresh out of college. There wasn't a single one in the whole computer science department who has published a paper. Compare this to the publish or perish situation in the US. (I did my Bacherlors from a tier 3 college in India and Masters from a US university.)
