The German Pirate party wants a similar model. Inhabitants of a city have to pay a yearly fee and then can ride for free. This should encourage people to leave their car at home (or not even buy one) and take public transport instead. Another advantage that I did not see mentioned: The pricing systems are often complicated (how long you can ride, how far, are you allowed to change etc.). With a flat fee more people would be encouraged to just take public transport without needing to comprehend a complicated pricing system.
