This is incorrect as Steam allows for offline play.

  Steam (while it doesn't have used game transfer) pricing has more to do with publishers and many competing platforms (Amazon, Gamesfly, Origin etc). I imagine Xbox One prices would be determined by Microsoft and the publishers (with the cost of licensing factored in), and not quite the free-for-all pricing that we've come to know and love about Steam.
