we do have a few cities with free bus services (only Chateauroux comes to mind now). It's a bit complicated because it shifts social behavior, (people just loiters in the busses). But the reasoning is that the bus system is a complete taxpayer money think, and the fare collection system is just adding more drag than easing the bill. It's not sure it's always the case, like sometimes the collected fares pays a bit more than the collection system. There is no hope in paying the whole system with fares in a medium size city tho, it's always money coming from somewhere else (mostly taxes).
