Cover letters are the most important part of getting an interview. If you can find the right balance of assertive, interesting and enthusiastic, you're almost guaranteed a response at the minimum. By contrast, resumes are spam. I've gone through most hiring processes on my cover letter (and tech interview of course) alone, without ever being asked for a resume.
