The NSA and Congress don't run the justice department. We've had high profile civilian criminals before.
- infinite8s 13y agoThe NSA and the Justice Department are part of the same branch of government.
- tsotha 13y agoThey are, but the lines of authority only meet at the very top. The NSA only has influence on the Justice Dept to the extent it can influence the president.
