I certainly don't think every foot soldier should be deciding what needs to be secret or not. The definition of power is making these decisions. Those in power legitimately deserve some latitude to excercise that power. "Those in power" is now Snowden because he took that power illegitimately. There is a time and a place for that, and some of these leaks may be that. Some of this is definitely borderline.
