In general, I would agree. However, I happened to hear a presentation by a former IT manager from California Dept of Corrections. Using data, they were able to figure out that a sudden increase in the purchases of Ramen was a precursor to a riot. The theory being, inmates knew it would go crazy and they would be locked down. That kind of big data analysis is helpful to the guards, inmates, and taxpayers.
