Approaching 1% of your population being incarcerated seems absurd.
- vacri 13y agoIf you rule out kids, it becomes 1% of adults. There was a statistic I saw a few years ago that said that 1 in 9 black men were either incarcerated or on parole - it was the clearest statistic showing lop-sided legal policy I've seen.
