  In the places I have been in Dubai, they definitely have addresses, but its more like "Office X, Jumeirah Business Tower, Jumeirah Lakes, Cluster W." (I am not sure about post boxes or post codes) Sometimes the building names are arabic, so you would instead say "Building 4" in english as they are well numbered. In some places in Africa this is definitely true, an example of an address in Mauritius would be "Second house on the right, past the hindu temple, the house with the red wall".
