I first realised that an MS in CS was a red flag back in 2000. I was doing a whole ton of interviews and the candidates who had cross-trained to CS from some unrelated discipline by getting an MS were almost universally unable to cut it in interviews. So, hardly "declining" value. Of course, I'd be happy to accept the distinction between the two types of MS that the article discusses.
