Not everybody reacts the same way. Some people don't like being approached at all and will almost literally run off the moment you go near them. They might buy, but only if you don't hassle them. Some people want you to approach them, but don't want to engage in a cushy conversation, they know why they are there and what they want, they are genuinely just looking and you're distracting them, but they want to know you are there incase you have a question. Some people who do want to be sold on your sales banter, after all, that's why they entered your shop.
