Trackers do not "know" if the content they are tracking is "illegal". They only have a hash over the content. Not even one ore more filenames. So IMHO Trackers

Trackers do not "know" if the content they are tracking is "illegal". They only have a hash over the content. Not even one ore more filenames. So IMHO Trackers are not "at fault".
