Hacking is commutative. If I hack you and you've hacked John Doe, I've hacked John Doe as well with no additional effort. I can see the US government backing strong privacy laws and desisting from wiretapping in the future (not without trumpeting how noble it is for them to do so) if only to stop foreign hackers from easily spying on Americans.
