Flask is definitely easier... it also offers far less. Which is fine in some circumstances -- perhaps many -- but the fact that Django has a steeper learning curve is due to the fact that it covers a lot more ground in terms of things many if not most web applications need. This doesn't make it better, but it also doesn't make it worse.
