I wrote a system that did that for students. It was a ton of fun to work on. And then it didn't work because the cell phone towers couldn't handle it. So of course they scrapped my code, went with a third-party system, and had the same problem. Text messages during emergencies? Not a chance. Not when they don't even work for a simple test (hour delays!)
