Oh it's definitely still out there. Still used a lot in the finance sector in places. A bunch of companies have a stack of perl infrastructure that "just works" and want to keep it that way. Still folk starting new projects with it (Duck Duck Go, Bunchmail, etc.). As many as PHP, Ruby, Python, etc. - maybe not. But new projects are still rolling out.
