If that were the case, the why are simulated images also illegal?

  As with most laws, the intent is usually lost along the way, leading to rulings that have nothing to do with the original reason for writing the law in the first place. I have vague recollections of the case that decided that simulated images were legally equivalent to the real thing. It was a pretty hot topic at the time with a lot of debate going on. Had the people involved come with a different interpretation of the law at the time, I don't think it would be considered illegal today.
