That might make a big difference, since fixed amounts of money every week or so can lead to the receiver becoming dependent on the aid. But if receiving is not ongoing or predictable, this cannot really happen, while it might of course lead to stupid buying decisions when the money is received, that's not nearly as damaging, and might even stimulate the local economy.
