If you are going to go with outsourcing... I would suggest bringing on an enterprise architect with experience in outsourcing to design the system and have a full understanding of what is going on. Preferably, this individual would have a group he has worked with already. But given the constraints you mention, I'd suggest getting three developers in your area who prefer to telecommute and meet for coffee twice a week.
