I used to complain to the HR department at my last company about this kind of stuff all the time. Even after working at the company for almost three years, I wasn't technically qualified for any of the job postings on the site. I had friends who didn't apply just because they didn't have all the skills in the "required" section of the job posting. Luckily, the developers in charge of interviewing and hiring people seemed to understand that hiring someone smart was better than hiring someone with "experience" in random technologies.
