fwiw, 12$/hr is very low for a good Indian developer who lives in any Indian city of even moderate size. (I am sure there are some people who live in rural areas and/or are sufficiently desperate to work for 12$.) Interesting that Eastern Europe seems to have cheaper developers than in India.
