It does, for certain use cases (see the guitar case humidity monitor mentioned above). In the RAMPS stack for the 3d printer I'm building where the heated elements and stepper motors burn up proportionally more power, it wouldn't make sense. This would be a specialty flavor of the arduino, not a change for the standard.
