Is it possible for a manufacturer to just provide a statement upfront when you buy the car that they can't guarantee that the car is 100% accident-proof, and you use the car at your own risk? That might put people off initially, but as people get more exposure and realize the cars are more or less safe, they'd be willing to use them and just get insurance like they currently do.
