Simple: these are functions that a field army must perform during a major combat operation. (examples: Battle of the Bulge, 2003 Invasion of Iraq, Desert Storm, etc.). You can't use civilian contractors to fix vehicles alongside of the road under enemy fire. This dangerous work has to be done by Soldiers. These Soldiers need to be trained in their jobs to perform well in combat and these peacetime functions are the best training we can provide here at home.
