Well, really Cloudflare was started AS a WAF service. That it sped up websites was a side benefit of the service. The DDoS protection and protection guarantees are relatively new. Until sometime last year they didn't even guarantee they would protect against DDoS attacks (They would, but wouldn't guarantee other than to say something along the lines of 'Yep, it'll work but we may or may not take your site down if it affects other people'). Basically if I remember right the original creators of Cloudflare even had some involvement with Snort, no? So essentially as I see it the core feature that Cloudflare is supposed to offer, isn't being offered in one form or another.
