What's wrong with having an opt-in system for tracking?

  It wouldn't work, that's whats wrong with it.

    That's the idea. Dictatorships would look at the concept of democracy and say 'it doesn't work' but that doesn't make dictatorships any less objectionable.

    That's a problem with tracking, not with opt-in.
