I agree to some extent, the Council did hire West to publish their code, rather than self-publishing. Here in Arizona, the state self-published and as a result, the laws are available online (http://www.azleg.state.az.us/arizonarevisedstatutes.asp http://www.azleg.state.az.us/arizonarevisedstatutes.asp). I'm not sure I know enough to understand why the Council chose West over self-publication.
