I agree that many people are not self-starters, and that this is a problem (in general, not just in college). I don't think it's because of an inherent defect in the people in question - much more likely it's because they spent too many years being herded like sheep - but it is still a problem. I put it to you, however, that the solution is not to spend even more years herding people like sheep.
