i don't see what's impossible about parsing the arguments with target coming last, so i don't see how this works as a mnemonic

  Indeed. For example, usermod (and many other tools) have the target as the last: usermod -aG group1,group2,group3 username

  If you find it easier, you can just use the 'same as mv/cp' mnemonic mentioned elsewhere in this thread.
