New AWS Route 53 Dns Failover Offering

Any first impressions?. Is this the extra functionality to facilitate simpler AWS HA configuration and prevent the impact of LB outages experienced by simplistic setups on AWS a while back.? Or is it a sudo fix moving issues and well documented problems somewhere else. (to be realised at a later date)
