I'm wondering aloud here. I quite specifically don't know how it would go down. I'm just saying that it doesn't seem clear beyond the trivial case -- gate agent and private plane -- and that doesn't seem to happen anyway. As to what VIPR teams do, a small airport is a VIP away from all sorts of federal officers asking all sorts of questions, private planes or not.
